The ultimate paragraph encourages us to be cautious; (all the more so since managing it for all languages may not be so easy). these terms have changed fairly recently, because before it was simply forbidden; now it seems to be permitted to “to download electronic files such as EPUB, PDF, MP3, and MP4 files from public areas of this site”.
We don’t want to do anything that isn’t in line with our organization’s wishes. We need to seriously study the legal and technical feasibility of the project, and we don’t have any lawyers among us.
Technically, it’s certainly feasible, but our small dev team (3 or 4 people, on their own time, pro bono) is obliged to respond to much more urgent needs than that.
