You could consider trying the import function:
Apple App Store
We have some progress with the Apple App Store. Some code must be updated to new iOS standard before we are back on the store.
Unfortunately there is no way of installing an older version on iOS from a file.
(yes, you can downgrade to older version of iOS and iTunes, but it is very technical and only will work on older models. And it would probely make a lot of other problems with your device)
